Deaths and Injuries from Motor Vehicle Accidents in Seoul City for the Period from 1965 to 1974

Abstract
The accidental death and injury are worldwide phenomena. The death rates from accidents are high in many countries. It may be a major social and public health problem especially in the developed countries where deaths from other causes have fallen to low levels.
One of the chief causes of accidental death and injury is motor vehicles. This study was aimed to analyze the trenches of death rate and incidence of injury from the motor vehicle accidents with the relation to the changes in population number of vehicles, road¢¥s conditions and size of area etc.
The investigator analysed the records of motor vehicle accidents in the Department of Police and several published are unpublished official data of Seoul City Government for the period from 1965 to 1974. The inconsistencies of the data between the sources were not so big to affect the rates.
The findings from this study can be summarized as follows:
1. The annual average frequency of motor vehicle accidents was 282.0 events per 100,000 population. But the rates of accidental death and injury by motor vehicles were 9.3 and 252.8 persons per 100,000 population, respectively. These frequencies were steadily increasing until 1971 and made a plateau like pattern since after the year.
2. By the age, the death rates from motor vehicle accidents were calculated as 7.2 for the aged 14 of less and 13.3 for 15 or older ages and incidence of injuries were 127.2 and 362.0 respectively. Average 22.2% of deaths and 15.7% of injuries were occurred in the ages of 14 or less.
3. On the base of 1,000 motor vehicles registered, the frequencies of events, deaths and injuries were averaged 285.3, 9.5 and 255.8, respectively for a year. However, these frequencies had declined during the period since the increase in the number of vehicles exceeded the increase of the frequency of accidents.
4. The annual frequencies of the events, deaths and injuries per a unit area of 100 square kilometers were averaged tp 3065.8, 109.2 and 2749.4, respectively for 5 years from 1970 to 1974.
5. The population and population density and number of motor vehicles in Seoul were increased to 188.5%, 184.3% and 482.7% by 1974 respectively campared with each of those in 1965. And the actual numbers of events of accident, accidental deaths and injuries by motor vehicles were risen to 260.3%, 222.3% and 279.0% respectively during those 10 years. But the rates of death and injuries per 100,000 population were increased to 117.9% and 148.1%, respectively.
6. By the year of 1974, the area of Seoul City was expanded to 102.3% and the proportion of road in the area was increased to 113.3% since 1970. But the facilities for traffic safety underground were increased to 161.3% during the period. Such as traffic signal, passages and overbridge etc. while the death rate from motor vehicle accident was risen to 112.4% and the incidence rate of inujuries from it was declined to 94.3% of those in 1970.
7. Average 33.1 deaths and 896.6 injuries were occurred per 1,000 motor vehicle accidents and the ratio of nonfatal case to fatal case was 27:1.
8. The average frequency of motor vehicle accidents during a period from 1972 to 1974 was 52.2 per a day and had no remarkable variations by month or day of the week.
9. About 39.6% of motor vehicle accidents were occurred during 18:00¡­24:00 hours in a day.
10. About 87.3% of the causes of the motor vehicle accidents were classified to the drivers carelessness and 10.9% were responsible to pedestrians.
